(a) Bills Generally. All charges and fees for garbage and rubbish collection shall be as provided for in Section 1049.01. The owner of the premises served, the occupant thereof and the user of the services shall be jointly and severally liable to pay for the services to such premises, and the services are furnished to the premises by the Village only upon the condition that such persons are so liable therefor to the Village. Bills for garbage and rubbish collection service charges shall be due and payable thirty days after the date when the statements of such charges are rendered and shall become delinquent if remaining unpaid thereafter.
(b) Due Date and Delinquent Bills. All charges for such services shall be due and payable thirty days after the date when the bills for such charges are rendered, and shall become delinquent if remaining unpaid thereafter. Delinquent charges shall be subject to the late payment penalty fee provided for in Section 1050.01.
(c) Payments of Less Than the Entire Amount Due. All charges and fees for garbage collection services are billed by the Village as part of one utility billing statement. If a payment is received relative to any account which is less than the full amount of the outstanding bill, the payment received shall be applied to pay the various portions of said outstanding bill in the following order:
(1) Late payment penalty fees;
(2) Garbage collection fees;
(3) Sanitary sewer service charges and fees;
(4) On-site private sewage disposal charges and fees;
(5) Water service charges and fees.
