All water service pipes and connections shall be inspected and approved by the Commissioner of Public Works and Streets or his or her designated representative. No such service pipes shall be covered until they have been so inspected, provided that this section shall not apply to work done under the jurisdiction of the Board of Local Improvements. Prior to inspection, a connection permit shall be obtained and all fees required under Section 1046.06 shall be paid.
