(a) In all new construction and in all repair or replacement of water-using fixtures, only fixtures not exceeding the following flow rates or water usage shall be installed. These ratings are based on a pressure at the fixture of forty to fifty pounds per square inch.
(1) Water closets, tank type: 3.5 gallons per flush (13.2 liters);
(2) Water closets, flushometer type: 3.0 gallons per flush (11.4 liters);
(3) Urinals, tank type: 3.0 gallons per flush (11.4 liters);
(4) Urinals, flushometer type: 3.0 gallons per flush (11.4 liters);
(5) Shower heads: 3.0 gallons per minute (11.4 liters);
(6) Lavatory, sink faucets: 3.0 gallons per minute (11.4 liters).
(b) In addition to the above requirements, in all new construction and in all repair or replacement of fixtures and faucets of lavatories located in restrooms intended for public use, the fixtures shall be of the metering or self-closing type.
(c) In all new construction and replacement of fixtures, car wash installations shall be equipped with a recycling system on the wash water unit and the rinse cycle unit.
