No person shall distribute indiscriminately to the public, by leaving the same at residences in the Village, any unsolicited material either directly or through agents or employees:
(a) When such distribution is carried out without first having obtained a license to do so;
(b) When plastic bags are utilized in such distribution, if the plastic bags are not perforated at the bottom or the sides; or
(c) When the consent of the person in charge of the residence is clearly withheld in the manner prescribed in Section 864.09.
