(a) A vehicle used for the collection or disposal of refuse shall have an enclosed body or suitable provisions for covering the body.
(b) A vehicle used for the collection or disposal of garbage, or refuse containing garbage, shall have a watertight enclosed metal body of easily cleanable construction, shall be cleaned at sufficient frequency to prevent nuisances or insect breeding and shall be maintained in good repair.
