812.04 SELF-SERVICE OPERATION.
   Self-service operation of an automobile service station shall be permitted, provided that the following conditions are complied with:
   (a)   A self-service operator shall comply with all requirements of the State and any other regulatory body having jurisdiction of, and setting standards for, the operation of self-service automobile service stations in the Village.
   (b)   A self-service operator shall provide an air compressor and hoses for public use.
   (c)   A self-service operator shall provide an attendant to fill the gas tanks of those individual patrons who are physically disabled or handicapped. This service shall be provided even if it requires a temporary interruption in the general operation of the station.
   (d)   Oil, water and antifreeze shall be available for purchase on the premises by the public.
