A Village retail liquor dealers' license for the sale of alcoholic liquor may be issued by the Mayor, as the Local Liquor Control Commissioner, subject to all provisions of this chapter and all other provisions relating to licenses in general not inconsistent with this chapter. No licenses for the sale of alcoholic beverages in the Village shall be in effect at any one time in excess of those provided in Section 808.23.
