692.04 LIEN FOR COSTS OF CUTTING.
   If weeds are cut by the Village or an authorized person, pursuant to Section 692.03, a notice of lien of the cost and expense thereof incurred by the Village shall be recorded in the manner prescribed in this section. The Municipality, or the person performing the service by authority of the Municipality, in its or his or her own name, may file a notice of lien in the office of the County Recorder of Deeds or in the office of the County Registrar of Titles if the real estate affected is registered under the Torrens System. The notice of lien shall consist of a sworn statement setting forth the following information:
   (a)   A description of the real estate sufficient for identification thereof;
   (b)   The amount of money representing the cost and expense incurred or payable for the service; and
   (c)   The date when such cost and expense were incurred by the Municipality.
   Such notice of lien shall be filed within sixty days after the date such cost and expense were incurred.
   After the cutting of the weeds, notice of the lien shall be personally served on, or sent by certified mail to, the person to whom the tax bill for the general taxes on the property for the last preceding year was sent. Such notice shall state the substance of Section 11-20-7 of the Illinois Municipal Code (65 ILCS 5/11-20-7) and this section, authorizing the lien, and identify the property liened, both by common description and the location of the weeds that were cut.
