If a real estate owner neglects or refuses to cut weeds on his or her property when such weeds exceed eight inches in height, the Village may cut the weeds or authorize some person to cut the weeds on behalf of the Village and shall collect the cost and expense thereof as provided in Section 692.04, in addition to the penalty provided in Section 692.99.
