Upon the sale or transfer of title to a motor vehicle licensed pursuant to this chapter, the license issued for such motor vehicle shall be null and void. Upon a showing to the Department of Accounts and Finances that vehicle has been sold or title thereto has been otherwise transferred and that the owner thereof has purchased a new motor vehicle of the same classification, the Department of Accounts and Finances shall issue for the fee provided for in Section 462.06 a new sticker bearing a new number which shall apply to and be assigned to said other motor vehicle of the same classification. No sticker issued for or assigned to a motor vehicle shall ever be used for or attached to or upon another and different motor vehicle.
