The application for the license referred to in Section 462.01 shall be filed with the Department of Accounts and Finances, before July 1st of each year, upon a form provided by the Village, and shall set forth the name and address of the applicant, a description of the motor vehicle for which the license is desired and such other information as may be required. A person who becomes a resident after July 1st or who purchases a motor vehicle after July 1st of any calendar year shall purchase such license within thirty days of taking up such residence or purchasing such motor vehicle.
