(a) The Mayor, with the advice and consent of Council, shall appoint all officers of the Village whose appointments are not otherwise provided for by statute. Whenever a vacancy occurs in any office which by statute or ordinance the Mayor is authorized to fill, the Mayor shall, at the regular meeting of Council next occurring, submit to Council the name of his or her appointee to such office, and, pending the approval or rejection by Council as to such appointment, the Mayor may designate a suitable person to discharge the duties of such office.
