Where construction is planned on filled land, compacting equipment and compacting operations shall be coordinated with the rate of placing the fill so the required density is obtained. If the area to be filled requires less than 1-1/2 feet of material, it shall be compacted to not less than 95% of the standard laboratory density. If the area to be filled exceeds 3 feet in depth, the lower 1/3 of fill shall be compacted to 90% of standard laboratory density, the middle l/3 of fill to 93%, and the upper 1/3 to 95% of standard laboratory density.
