It is not the purpose of §§ 150.08 through 150.10 that the control of architectural character should be so rigidly enforced that individual initiative is stifled or substantial additional expense incurred. Good architectural character is based upon the suitability of a building for its purposes, upon the appropriate use of sound materials, and the principles of harmony and proportion in elements of the buildings. Good architectural design is not dependent upon the cost of the structure or upon the particular style or architecture used.
