The purchaser at an auction sale of any article of goods, wares and merchandise has the right to return it to the auctioneer at any time within five days from the date of sale, if the article is not of the quality represented to him, and the auctioneer shall return to the purchaser the price of the article. Should he refuse to do so, he shall forfeit his license and is subject to any additional penalties provided by this Code.
