No auctioneer or person being present when real or personal property is offered for sale shall knowingly with intent to induce any person to purchase the same or any part thereof make any false representation or statement as to ownership, character or quality of the property so offered for sale or as to the poverty or circumstances of the owner or alleged owner of the property.
