§ 116.03 CLEARANCE OF CABLE CHANNELS FOR EMERGENCY MESSAGES.
   (A) In the event of a civic emergency, as hereinafter defined, the following persons shall, in the following order of priority, have authority to direct the cable television operators to clear channels, so that municipal and other emergency messages may be transmitted:
      Mayor
      The police chief and his or her designee
      Chairman of cable television committee
   (B) CIVIC EMERGENCY shall be defined as an event or crisis which in the judgment of any of the foregoing persons shall constitute an emergency of such seriousness as to warrant clearing of all cable television lines, so same may be available for messages to the residents of the city.
