(A) For the purposes of this subchapter, situs within the city is presumed for all vehicles for which the current state registration certificate bears a city address in the block thereof labeled "registered owner(s) name and address" for a period of 30 days or more;
(B) This presumption shall not apply to vehicles whose presence in the city is merely incidental to the employment, within the city, of their owners, if their owners reside elsewhere.
