This subchapter applies to all motor vehicles having situs within the city except for vehicles owned or operated by or for a public or governmental agency, implements of husbandry and special mobile equipment. The fees prescribed herein are assessed as licenses for the privilege of such situs, irrespective of the residence, location or domicile of the owners or operators of such vehicles.
