(A) All nonconforming signs in existence as of October 30, 1990 shall be permissible and nonconforming until such time as the owners or use of the business changes or is discontinued.
(B) No nonconforming sign or other advertising structure shall be altered or moved unless it is made to comply with the provisions of this chapter. The provisions of this section shall not exempt the owner of any nonconforming sign from the requirements of § 93.15 pertaining to bond of liability insurance.
