(A) All signs for which a permit is required by this chapter or any ordinance of the city shall be subject to inspection by the building commissioner. Footing inspections will be required for all ground signs. Electric signs shall be inspected before erection. The building commissioner may order the removal or repair of any sign that is not maintained in accordance with the following provisions.
(B) All signs, together with all of their supports, braces, guys, and anchors, shall be kept in repair and in a proper state of preservation. The display surfaces of all signs shall be kept neatly painted at all times.
