All rights and privileges acquired under the provisions of this chapter or any amendment thereto are mere licenses revocable by ordinance enacted by the city council, and all sign permits shall contain this provision. In the event any license is revoked by the city council, it shall be unlawful to thereafter permit the sign to continue to remain on the premises, and it shall be the duty of the owner, agent, or person in possession of the premises, and each of them, to remove the sign forthwith.
