It shall be unlawful for any person to erect, alter, or relocate within the city any sign or other advertising structure as defined in this chapter, without first obtaining an erection permit from the building commissioner or his or her designated representative, and making payment of the fee required herein. All illuminated signs shall be subject to the provisions of the electrical code of the city, and the permit fees required thereunder. Repairs and maintenance will not come under this chapter.
