(A) Special parking areas for the exclusive use of persons with disabilities shall be maintained and designated for disability parking only in all publicly operated parking facilities or lots.
(B) Except for emergency vehicles, it shall be unlawful to park or stand any motor vehicle or otherwise occupy any parking space unless said vehicle contains or displays a valid disabilities identification card issued by the State of Illinois to a person with a disability pursuant to ILCS Ch. 625 or some other valid indication of disability.
