(A) The department may promulgate rules and regulations to more completely specify the equipment requirements of §§ 74.060 et seq.
(B) All rules, regulations, and standards promulgated from time to time by the superintendent of public instruction and the department for the safety and construction of school buses shall be applicable to every motor vehicle in this city defined as a school bus under § 70.001.
