(A) It shall be unlawful for any person, firm, corporation, or organization to plant any species or variety of Willow Tree or Cottonwood Tree anywhere within the boundaries of the city.
(B) Application may be made for a variance from the prohibition contained in this section to the Water and Sewer Committee of the City Council and may be granted if it appears that the location of the tree will not pose a danger now or in the future to water and sewer lines.
