(A) During periods an adequate water supply is available, as determined by the mayor, the following restrictions shall be enforced as to the use of water for the sprinkling of gardens and lawns:
(1) During the months of May, June, July, August and September, water may only be used for sprinkling gardens or lawns between the hours of 7:00 a.m. and 10:00 a.m. or between the hours of 7:00 p.m. and 10:00 p.m., except in the case of an emergency as determined and declared by the Mayor.
(2) During the months of May, June, July, August and September, water may only be used for sprinkling gardens or lawns on even-numbered days of the calendar month on premises bearing even-numbered street numbers, and on odd-numbered days of the calendar month on premises bearing odd-numbered street numbers.
(3) Sprinkling other than pursuant to this schedule is prohibited unless authorized by the mayor.
(B) In the event that an emergency condition occurs consisting of a shortage of water supplied to the city or a shortage of reserve supply in the reservoirs, the existence of which water emergency shall be determined and declared by the mayor, other water emergency water restrictions determined and declared by the mayor shall be enforced.
