§ 32.04 MAYOR TO PRESIDE; RIGHT TO VOTE.
   (A)   The mayor shall preside at all meetings of the city council. He shall not vote on any ordinance, resolution, or motion except:
      (1)   Where the vote of the aldermen has resulted in a tie; or
      (2)   Where 1/2 of the aldermen elected have voted in favor of an ordinance, resolution, or motion, even though there is no tie vote; or
      (3)   Where a vote greater than a majority of the corporate authorities is required by law to adopt an ordinance, resolution, or motion.
   (B)   In the absence of the mayor, meetings of the Council, regular, special or meetings of the Council as a committee of the whole in public or executive session shall be presided over by the senior alderman or such other alderman as the mayor may designate in writing delivered to the City Clerk. Such designation by the mayor may be changed at the mayor's discretion.
