§ 151.18 PROTECTION OF PUBLIC.
   It shall be the duty of any person or entity making any excavation in the street right-of-way of any city street, road or highway to adequately and sufficiently warn of the presence of the excavation and of any danger which the excavation may pose to the public, and to install wood or metal barricades or other obstructions, including a sufficient amber or red constantly blinking lights during periods of darkness, so as to prevent injury to persons or property. The permittee shall also be required to install traffic-control and directional signs and devices, as necessary, in the immediate vicinity of the excavation.
