(A) The City Council prohibits drilling and mining within the city limits to provide safety features and to promote the public or the public welfare, and to guard and protect the persons, lives and properties of the people in the city, and of those passing through the city, from the dangers and hazards of the escape of gas, fire, explosions, cratering and other dangers incident to fields and production of oil and gas.
(B) This section is, therefore, passed for the purpose of protecting health, life and property to preserve and enforce good government, order and security of the city and its inhabitants and for the purpose of preventing nuisances in the exploration drilling for and production of oil and/or gas within the city limits and to promote proper and orderly development and conservation of said natural resources.
