(A) The Health Official is hereby authorized and directed to enforce the provisions of this subchapter and other related state and local laws. The Health Official shall have the authority to render interpretations of this subchapter and to adopt policies and procedures in order to clarify the application of its provisions; provided further that, where the provisions of the laws of the state are in conflict with such compliance provisions, the state law shall govern and shall control the interpretation given any of the provisions of this subchapter and shall not have the effect of waiving requirements specifically provided for in this subchapter.
(B) It shall be unlawful for any person to interfere, hinder or delay the Health Official, inspectors, Code Enforcement Officers or any other city officers in the discharge of any duties under this subchapter or to refuse to comply with the orders of the Health Official.
