§ 90.28 BARKING DOGS.
   It shall be unlawful to keep any dog in the city which, by loud, frequent or habitual barking or howling, shall cause annoyance and disturb the peace and quiet of any person. Any such person who believes that there has been a violation of this section shall have the right, and it shall be his or her duty, to file a complaint against the owner or keeper of such dog in the Municipal Court of the city, whereupon a hearing, within a reasonable time thereafter, shall be held and a determination made as to whether such alleged loud, frequent or habitual barking annoyed, and disturbed the peace of such person and, if so, the Court may, thereupon, declare such loud, barking or howling dog to be a nuisance and order such dog confined to the city pound for a period of one week or to be removed by its owner or keeper from the city limits.
