§ 90.13 ENFORCEMENT OF CHAPTER.
   (A)   The CEO and the City Manager are granted the authority, and it shall be their duty, to carry out the functions of this chapter. Whenever any other officer or agent of the city is otherwise mentioned in this chapter, the terms “CEO” or “City Manager”, are substituted therefor. In carrying out the duties covered in this chapter, the CEO or City Manager may utilize as many personnel as is necessary, including, but not limited to, any members of the Animal Control Division or Police Department, all of whom are designated as representatives of the CEO or City Manager and shall possess the authority granted in this chapter. Whenever the terms “CEO” or “City Manager” are used in this chapter, such terms shall also refer to and include the designated representatives of the CEO.
   (B)   It shall be unlawful for any person to refuge permission to or refuge to permit the CEO to go upon any premises during reasonable times when the CEO is engaged in the enforcement of this chapter. The CEO is authorized to apply for an administrative search warrant from the Municipal Court Judge of the city, which Judge is authorized to grant such warrant upon reasonable grounds in order to enforce the provisions of this chapter.
