(A) If any vehicle, as defined in § 72.01 of this chapter, remains in violation of this subchapter for more than 24 hours after the first citation for violation of this subchapter is issued by a city police officer, said vehicle may be towed and impounded by the city.
(B) In order to recover said vehicle, the owner must, in addition to paying the fine set out in § 72.99(B) of this chapter, pay all costs of the towing and storage of the vehicle.
