(A) The City Secretary shall have the duty of erecting, installing or causing to be erected or installed all traffic-control devices, signs, signals and markings authorized by subsequent ordinances of the City Council. Such traffic-control devices shall be installed immediately or as soon as the same can be procured. Whenever the City Secretary has erected and installed any traffic-control device, sign, signal or markings at any location in the city, or have caused the same to be done at such official’s direction, the City Secretary shall immediately file with the records of the city a statement signed in their official capacity identifying the type of traffic-control device, sign, signal or markings and where the same is located, erected or installed.
(B) It is unlawful for any person, other than the City Secretary, acting pursuant to this section, to install or cause to be installed any traffic-control device, sign, signal or marking purporting to direct the use of the streets or the activities on those streets of pedestrians, vehicles, motor vehicles or animals.
