(A) Screening shall be provided along the rear and/or side property lines of the retail area when the area backs up to and/or sides to a residential district, or backs up to a public street.
(B) Such screening shall be eight-foot poured-in-place concrete or masonry screening fence. Concrete block must be mortar plastered. Alternate fencing materials and building methods shall be submitted to the Building and Permit Committee and shall be judged on their stability and ability to be sound and sight barriers. Plans shall be subject to the approval of the Building and Permit Committee. Solid walls shall have proper drainage for the flow of ground water.
