(A) No construction of any kind shall be permitted until final approval of the plat by the Council, or until a security bond has been provided as per § 156.52.
(B) However, in no case shall construction begin until the Council has approved the preliminary plat and final construction plans.
(C) In addition, all required permits must have been issued by the appropriate regulatory agencies.
