(A) Clearing and grubbing shall consist of the complete removal and disposal of all timber, brush, stumps, roots, grass, weeds, sawdust, rubbish and all other obstructions resting on or protruding through the surface of the excavated areas.
(B) In all areas where excavation will be done and where the excavated material is to be used in the construction of roadway embankment or roadway base or pavement, also in all areas where roadway embankments will be constructed, all stumps, roots and other debris shall be removed to a depth of not less than one foot below the subgrade.
