(A) The standards listed in this subchapter are to be used by engineers as a guide in preparing plans and specifications for construction of improvements located within the town. All plans for construction of improvements must be signed and sealed by an engineer registered in the state and submitted for approval to the Town Engineer before start of construction.
(B) These specifications shall apply to all work done or being done for the owner within the corporate limits of the town.
