(A) It shall be unlawful for any person to keep a business open to the public between the hours of 11:00 p.m. and 7:00 a.m.
(B) An owner or duly appointed agent of an owner may apply for a permit of exemption from division (A) above of this section to be heard after duly noticed public hearing by the Town Council. The rules governing the approval for variances as specified in § 157.389, shall apply to the authorization of an exemption.
