§ 33.59 PHASE FOUR FIRE ALERT.
   (A)   If actual necessity exists, the Fire Chief shall prepare a plan to burn certain wild land areas in order to alleviate severe fire problems in the designated area(s).
   (B)   The city shall follow the notice procedures set forth in § 33.58(B), but the notice shall state that the city shall burn the wild land for the reasons set forth in the notice forwarded to the owners of record at least five (5) days prior to the control burn, when conditions permit such a period of notification.
   (C)   The Fire Chief shall enter and burn that property he deems necessary to alleviate the existing severe fire hazard, as reflected in the plan submitted to the City Manager.
   (D)   This phase alert is normally characterized by extremely rapid build-up, extremely rapid growth, accompanied by long distance spotting.
