The Fire Chief, or other qualified appointee, shall at such frequency as is deemed necessary by the Chief conduct suitable drills for both the paid and volunteer firefighters, for operating and handling equipment, extinguishing fires, first aid and rescue work, fire code inspections and other matters generally considered essential to good fire prevention and fire fighting and for the safety of life and property.
