§ 33.01 COMPOSITION.
   The Fire Department of the city shall consist of a Fire Chief and as many subordinate officers, firefighters and employees as the City Manager may deem necessary, expedient or convenient to the functioning of the Fire Department. The Department shall consist of a paid and a Volunteer Fire Department.
