(A) A charge shall be assessed to customers who have separate fire connections, standpipes with hose attachments and automatic fire sprinkler systems located within the premises of the building or privately owned hydrants. The City shall bill for this specific service at the beginning of each fiscal year and shall be due and payable upon invoice by the City, or at such time as may be specifically provided by this chapter, agreement, or permit. The City may permit installment payments with terms and conditions as the City deems appropriate.
