The application for a bicycle registration and license shall be made upon a form provided by the city and shall be made to the Chief of Police or his designee. An annual license fee of one dollar ($1.00) shall be paid to the city before each license or renewal thereof is granted. The fee for interim licenses shall be the same as the annual license fee. The annual registration and licensing period shall commence on August 1 and end on July 31 of the following year.
