Any person violating the provisions of this title, except as otherwise provided herein, shall be guilty of a noncriminal violation and punishable by a fine as follows:
(A) Twenty-five dollars ($25.00) for each violation;
(B) Absent a request for a hearing, if the fine is not paid within ten (10) days the fine shall increase to fifty dollars ($50.00) for each violation.
