§ 72.30 REGISTRATION AND LICENSE PLATES REQUIRED.
   It shall be unlawful for any person in the city to ride upon any of the streets or sidewalks of the city, or to operate, own or control any bicycle within the city, unless such bicycle shall have been registered with the Police Department of the city and has a bicycle license plate securely attached thereto, so as to be plainly visible from the rear. This section shall not apply to bona fide dealers having in their possession bicycles for the purpose of sale to the public.
