On or after ninety (90) days from the date of enactment of subchapter [i.e., September 17, 1985], no new off road/recreational vehicles shall be sold, rented, or leased in the city for use in the city unless such vehicle produces no more than a maximum sound level of eighty-two (82) decibels at fifty (50) feet from the vehicle.
