§ 56.06 COUNTING OF BALLOTS, VOTES.
   (A)   Generally. Ballots will be counted no later than seven (7) working days after the deadline for return thereof as provided in § 56.03(B). The votes will be counted in public in the presence of at least one City Councilmember manually or by mechanical or electronic means as shall be determined by the City Clerk and the results certified by the City Clerk. The City Council shall declare the results of the votes at a regular or special council meeting.
   (B)   Majority of property owners. The implementation of a special benefit assessment project shall be approved in accordance with § 56.03(A) if the majority vote of the owners of the specially benefitted properties whose ballots are returned as provided in § 56.03(B) hereof are in favor of the project.
