§ 56.03 VALIDITY OF BALLOTS; RETURN DATE.
   (A)   Ballots signed by one (1) of any multiple property owners listed shall be considered valid. Ballots that are not returned to the city by the property owner or that are returned but not signed by the property owner, or ballots that could not be delivered by the postal authorities or that are unclaimed by the property owner, or that are received after the deadline indicated on the ballot, shall not be counted.
   (B)   Ballots must be received by the City Clerk or its designee not later than the date specified by the Council in the proceedings calling for the balloting, which date shall be not less than forty-five (45) days and not more than sixty (60) days from the date of mailing of the notice of intent.
